How California’s Railroads are Going Zero-Emissions by the 2060s

DISCLAIMER: Just to be clear, the In-Use Locomotive Regulation has NOT been put into law yet. I am unintentionally a little vague with my wording throughout the video, but the California law is still subject to final approval by the EPA. When I say that the EPA "approved" the regulation, I am referring to their recent amendment that gives individual states the option to impose stricter emission...

On February 9th 2024, I made a trip down to Cumberland, MD to catch a 4-hour late Capitol Limited with 6 engines and only 5 cars. After a quick recrew at the station, 30 got stuck behind an eastbound CSX manifest, and after almost an hour, it finally made it out of Cumberland. Just before 3:30 in the afternoon, more than 2 hours after it was supposed to arrive in Washington D.C., Amtrak 30 pass...

On the morning of January 6th, 2024, an MBTA work extra was tasked with moving an eclectic duo of vintage railcars previously stored in Somerville, MA to the MBTA's new dispatching center at Iron Horse Park in North Billerica. These cars will be cosmetically restored and become static displays at the new dispatching complex. These two cars, both ex-Boston and Maine, were built in the late 1950s...

In the case of Boston, why not have replicas of the 900 series L cars from 1927,1928 to replace the Chinese built subway cars? After all the 900 series L cars lasted until 1962 being used in the rush hours on what is now the Orange Line. 😂

Up in Canada TTC has put out a tender for 70 new trains to replace their aging Bombardier T1 trains on Line 2 Bloor-Danforth. So far Alstom, CRRC, Kawasaki Heavy Industries and Hyundai Rotem have submitted bids, and I hope that TTC make the right decision. Meanwhile MTR in Hong Kong is going all in with CRRC trains, having just placed a huge order of 93 8-car trains for their urban line network. The last non-CRRC train were the R-Trains built for the East Rail Line by Hyundai Rotem.

Tbf I find CRRC a very funny company in terms of train quality. I'm from Hong Kong and we have trains from CRRC that are trash, but also have trains from CRRC that are actually high quality. Not sure why but CRRC really should try to keep their products a high quality standard instead of everything between trash and decent.

Amazing that so many in this country turn a blind eye to the human rights abuses in totalitarian China by buying lowball-priced Chinese made crap. All of which is even more ironic in a liberal woke city like Boston that nevertheless decided to fill the pockets of the Chinese hivernment by buying this aborrently-sourced, defective and unreliable crap.

Chinese coachbuilders are subsidized by the CCP. They can underbid any manufacturer.

  • @CSXfan618

CRRC was trying to compete with other manufacturers bids, just like with Boeing with their 737 MAX to compete with the A320neo. The CRRC cars are like the 737 MAX of subway cars, where as other manufacturers' cars are like the A320neo of subway cars.

Technically, the MBTA deal that brought CRRC to Springfield, MA, wasn't under Buy America. MBTA intentionally didn't use federal funding so that they could impose a "Buy Massachusets" condition on that contract. If you use federal funding, you can't discriminate amongst states when it comes to bidding. CRRC was able to use the factory they built in Massachusetts for bids on future Buy America contracts, though. Any of the other bidders would have needed to set up a separate assembly line in Massachusetts, which explains in part why those bids were so high.

Montreal bought rail cars for the EXO rail. Only a few cars have been delivered so far... Why didn't the Quebec government buy from a Canadian manufacturer is a question that needs to be answered - low bidder doesn't always mean that they are good products.

To me, CRRC has actually been great! Whenever I take the train in Chicago, I'm always hoping for the new 7000s Series to come! It's a decent train, best quality train cars I've experienced so far when it comes to city trains, and I do appreciate how they were manufactured in Hegewisch, the most isolated neighborhood in Chicago without any actual CTA L service, but it's still good that the city cares enough about Hegewisch to place train manufacturing there. At 6:01 I'm kind of annoyed by your comment on "national security concerns aside", because ultimately there is no reason for the Chinese government to spy on us, their foreign policy is almost all about economic power which is what you showcased in this video in how CRRC is just bidding out everyone, privacy infringement and "national security concerns" is really a problem for us American citizens who have to deal with our own government always spying on us along with all the big carriers and tech monopolies being in cooperation. Besides this, great video. CRRC is still Chinese-made, Chicago is just lucky I suppose for now, and I'm all for it!

The whole “lowest bidder wins” thing is a common belief, but isn’t necessarily true - it depends on the state. Federally, the FTA has a whole 300+ best practices guid on contracts and bidding that pretty consistently pushes back on only considering the total capital costs, without explicitly banning it, and provides a ton of guidance on how to structure things if you must go that route to avoid issues. Generally, though, the idea is to have a process where you identify the Best *Value*, which includes more than just cost - along with things like pre-qualification of bidders and evaluating technical and cost proposals separately. Pretty much everyone requires bids be “responsive and responsible” in addition to lowest cost: in other words, that the winner be the lowest offer that fully meets the requirements of the request for proposals, and does so in a way and by a company that can actually deliver. Of course, any process can be manipulated, but public agencies aren’t stupid (just constrained by a lot of rules) and don’t *want* to waste money or time on a failed contract. Some politicians certainly may be - corruption is a thing - but that’s part of why the process is so involved to begin with: to ensure it’s fair, transparent, and makes the best use of public dollars.

    • @kilodeltaeight
      @kilodeltaeight 2 години тому

Re: CRRC specifically, I think where many agencies were misled (or where CRRC just completely fouled up, even in good faith), was that as a new manufacturer in the US they only had their Chinese and other overseas projects to look to when evaluating if they could actually pull their bids off. That’d be fine, but unlike other countries like Mexico where CRRC could design/build/test with components and designs they had already proven/debugged and then ship it over, for the US they had to use mostly US-made components and systems. That meant designing largely from the ground up with unfamiliar hardware, writing new software to interface with it all, and then teaching Americans how to actually assemble it. That’s a hard lift for ANY company, much less a Chinese one with such massive linguistic, cultural, timezone, and operational differences. Add in the hubris of “we’re the biggest rolling stock company in the world, of course we can do this!” - to say nothing of Americans own pride - and it’s entirely unsurprising they bit off more than they could chew and it went sideways. I’ll add in that comments about the Chinese not knowing how to make things well are WAY off base - they’re incredibly skilled at manufacturing. Look at Apple products: no one would say they’re low quality, even if you don’t like them, despite being manufactured in China. The problem is when you try and make things *cheaply* - like the stuff on TEMU is - because that automatically requires you to cut quality. China’s real gap is in engineering and management, which is exactly what they failed at here.

CRRC benefitted from Industrial espionage and Chinese attempts to clone North American and European technology. The Chinese bought German, French and Japanese high speed trains and then proceeded to reverse engineer them and then offer the end product to other countries markets. The same was done with commuter and regional rail equipment.

Why didn't they go with Hyundai Rotem? They're pretty much what CRRC wishes they were, as their rolling stock is fantastic and reliable for an affordable price. I'd actually say they're better than Bombardier, and come with far less issues for a much lower price tag. They're like the Toyota of rolling stock as they're fast, efficient, and super low maintenance. Don't let the price fool you into believing you're buying low quality garbage, as it's built out Seoul's massive subway network with few issues. In Vancouver, Hyundai Rotems are used on the Canada Line with less issues than the Bombardier LIM trains used on other lines, and because they were so affordable, the 20km line was built for under $2 billion.

Agencies look at a number of factors, on-time delivery of prior contracts, how technically-proven the manufacturer is (I.e. does their stuff work *well* post delivery), ongoing maintenance support costs over the life of the vehicle, and local economic impacts (will it create local jobs in assembly, for example). So, even if you’re cheap, having a record of not meeting deadlines, products not lasting or being unreliable, or being made entirely outside of the area will be at a disadvantage.

Setting up requirements like prior reference, minimum technology standards (electricity consumption, capacity, etc.), reliability of prior references, cost of maintenance, you can set up some strict requirements so that the vehicle will fit into the current operation with minimal to no need for costly troubleshooting and infrastructure changes.
